Wednesday, October 11, 2006 Mr. Feinberg will discuss his experience administering the federal 9/11 Victim Compensation Fund and how well the Fund functioned as a statutory alternative to the traditional civil justice system. Mr. Feinberg will emphasize why Congress enacted such a statute, delegating to one person the responsibility of successfully designing, implementing and administering the Fund. He will also broach whether the 9/11 Fund is a precedent for similar litigation alternatives. Kenneth R. Feinberg is an attorney and one of the nation's leading experts in mediation and alternative dispute resolution. He is the managing partner and founder of The Feinberg Group, LLP. Feinberg also served as the Special Master of the Federal September 11th Victim Compensation Fund of 2001. In this capacity, he developed and promulgated the regulations governing the administration of the fund and administered all aspects of the program, including evaluating applications, determining appropriate compensation and disseminating awards.
